A Assembleia Legislativa aprovou na última quarta-feira (24), o substitutivo integral ao Projeto de lei nº 360/2024, do deputado estadual Wilson Santos (PSD), que obriga as forças de segurança do estado a fazerem o registro audiovisual de atividades consideradas de alto risco durante os cursos de formação dos aprovados em concurso.
O objetivo é evitar acidentes, principalmente em treinamentos aquáticos como o que vitimou o aluno Lucas Veloso Peres, de 27 anos, no dia 27 de fevereiro, durante curso de preparação de soldados do Corpo de Bombeiros. Ele se afogou na Lagoa Trevisan, em Cuiabá.
De acordo com a proposta, que seguiu para sanção do Governo do Estado, a declaração de “atividade de risco” caberá aos dirigentes máximos das instituições de Segurança Pública, “de acordo com natureza das atribuições de cada órgão policial/militar, por meio de ato normativo interno a ser publicado na imprensa oficial”.
Caberá também às instituições a regulamentação e implementação “do sistema de captura e gravação de áudio e imagens dos respectivos treinamentos” e a designação de um oficial superior mais antigo que o instrutor do curso para a fiscalização e o acompanhamento da instrução.
Vale ressaltar que a gravação das atividades deve respeitar a transparência das atividades públicas, “sem comprometer a privacidade e a proteção dos dados pessoais dos envolvidos”.
“A transparência e a prestação de contas são princípios fundamentais para a administração pública, em especial no âmbito das atividades das Instituições de Segurança Pública do Estado de Mato Grosso. No entanto, é crucial que essa transparência seja alcançada sem comprometer a privacidade e a proteção dos dados pessoais dos envolvidos”, justifica o autor do projeto.
“Estamos cumprindo com o objetivo de garantir a proteção e a integridade dos alunos, além de garantir que tais registros sejam realizados e armazenados em conformidade com a LGPD, assegurando assim, o equilíbrio entre transparência e proteção de dados”, completou o deputado Wilson Santos.
O projeto seguiu para sanção do governador Mauro Mendes (União Brasil).
